'Rural poverty differs fundamentally from urban poverty due to specific factors, causes and effects. The following factors, among others, prove to be particularly responsible for the risk of poverty in rural areas: insufficient individual mobility, long-term unemployment, low employment opportunities, an unfavorable economic structure with many low-wage industries, a poor supply of communal housing, inadequate pension provision for certain occupational groups, inadequate or absent Educational, care and nursing facilities, a lack of equal rights for women, poor infrastructure and, last but not least, the fear of stigmatization due to the lack of anonymity. Combating rural poverty and social exclusion requires a fundamental understanding of the structural causes and effects of poverty and the will to implement suitable measures.
